If I want to upsample my flacs from 16/44.1 to 24/192 for my dac, would an M-Audio 192 do a better job than the realtek on my motherboard?

Well, the resampling of the M-Audio 192 is probably better.
However if you use a good software resampler with the realtek then the quality will probably be the same.
Foobar has a few resample plugins as well as winamp. I've always used SSRC for resampling.
