I just got dish in my room on my TV but there is a constant static noise in the background! When i do dual monitors or play my PS3 it does not exist! It's really annoying so any help would be much appreciated!

There is likely another device on that circuit causing the problem. Unplug other stuff one at a time to see if it goes away. Compact flourescent bulbs can do what you describe, and it might only affect a certain device. Good luck.
