Those kinds of power delivery statistics are relative to speaker amps, not headphone amps. To deliver a lot of power into a very low impedance speaker load of medium to low sensitivity, you would need a very, very large and powerful transformer-coupled tube amp, and almost certainly une using large power-pentodes like the 6550/KT-88. There are only a few tubes that are ideal for such applications.

However, a headphone amp needs FAR less power - 1W is almost never, ever needed in a headphone amp. So this is a non-issue in the headphone world, where you can get decent power from a single triode like a 6AS7G.
