Probably I am missing something. I have been heavily involved in home audio and only getting into headphone recently for office use. I have been comparing home auido vs. headphone. Why do you need a "dedicated headphone amp"? From what I have read, it seems there is not fundamental difference between "home amp" and "phone amp" (except crossfeed etc). Others have posted good results with small SET integrated amps driving headphones. What I did was connecting a 100 ohm current-limiting resistor in series with HD 600 as suggested in HeadWize and putting a 10 ohm resistor parrell to above as resistor divider. Thay way the tube amp only sees a 9.9 ohm load (headphone receives 1/40 of amp output - maximal of 0.75 w).
