It's all about the lyrics, man. Though there is something to be said about his rough, but incredibly honest voice. He has the amazing ability to portray emotion without being sappy or whiny.
 
Also, he's got so many voices, it's not really fair to say you just don't like his voice. There's bound to be some Dylan voice you like.

These are greatest songs ever!  The classics have to go first because I believe standing the test of time is part of what proves musical greatness.  I'll do a couple lists for of all time / contemp.
 
Classics:
 
Beethoven's 7th 2nd movement especially Leonard Berstein's interpretation.  Many are too fast.
Mozart's Lacrimosa (even if is argued that he did not write the entire piece)
Debussy's Clair de Lune
Chopin's Nocturne op.9 no.2
Tchaikovsky - Swan Lake: Act II Scene 10
Chopin's Waltz op.64 no.2
 
Contemporary (still older music rather than brand new because again I can't say it's truly great unless it's still appreciated in years to come):
 
The Eagles - Hotel California
Michael Jackson - Smooth Criminal
Rolling Stones - Gimme Shelter
Elton John - Someone Saved My Life Tonight
David Bowie - Life on Mars
Lynyrd Skynyrd - Free Bird
