Karen Carpenter, I love her voice and still miss her! Also Radka Toneff, so different yet so sublime. Both died stupidly.

What is "best"? Sometimes the attraction in a voice is not technical perfect execution, but simply the timbre or even the glaring "imperfections" that make the vocals so appealing.
E.g, one of my top favourite vocalists is Lisa Gerrard (of Dead Can Dance), who sounds like a classically trained vocalist, even though she isn't:
But also, one of my other top favourite vocalists is singer-songwriter Remi Matsuo (of GLIM SPANKY), whose voice is nothing like what would typically be considered a "good" voice:
Hence my list of top favourite female singers is long, in one way or another they are all very recognisably unique:
