Texas I charger circuits

Hi
I wonder if anyone knows about TI:s charger circuit BQ2002e?
If so, do u know if it's ok to use it in a charger for 16AAA cells, ie can it handle that big voltage?

And finally...in their ev-kit there is a 10k resistor from input to the summing node at the LM317's output...what is that resistor's purpose?
