TEPS Problem - low output voltage

I'm getting around 7.5 volts output voltage. I am using 1.82K ohm for R4 and 120 ohm for R3 with the standard vset. Adjusting the vset has no affect on the output voltage. I already checked to see if I put R3 and R4 in the right spots. Any ideas what is causing this?

I tested R3, R4, and vset and they seem to be working correctly. I was thinking that it might be the regulator. I am getting proper measurements from pins 1 and 2(just over 37) and pins 3 and 5(just over 52).

Check and see if the cap in the regulator section is in the right way, and that nothing there is shorted to ground. Since VSET isn't actually setting anything, the problem is very likely in the regulator circuit. Not necessarily a bad regulator, though. Are you using a standard LM317, or one of the LDO regulators?
