Is there a parametric equalizer that isn't a plugin for Winamp? I want it to work for any audio playing on my computer, whether it is Spotify (that has no EQ), games, or YouTube. I've looked and I can't find any.

Have you concidered a hardware EQ? Behringer has some 31-band stereo EQ available for a little over $100 for example. From my experience hardware EQ > software EQs.
