Four tet - Rounds (or maybe Pause or Dialogue but not Everything Ecstatic which is good but not relaxing)
Boards of Canada - Music Has The Right To Children
I second the Gatticus recommendation for Tangerine Dream, I especially like Le Parc and Tyger
You might also dip into the Gothic/New Age stuff like Enigma, Dead Can Dance, Synaethesia and Delerium I find them relaxing and they could be considered electronica
Booka Shade is one of my recent favorites. Easy, melodic, toe-tapping without being fatiguing. They have two albums out (Movements and Memento), but I'd suggest getting a copy of their BBC Radio 1 Essential Mix from the usual sources (p2p, usenet, etc.). It covers all the highlights on both albums, and is easily one of my favorite recordings this year.
