Hi, I am looking for suggestions for an amp for my LCD-3's. I am looking to spend up to £4000 but that is pushing it. 
 
The main criteria are that it must be fully balanced in and out and be suitable for tube rolling and also well matched to drive the LCD-3's.

At the recent So-Cal Head-Fi Meet-Up the designers of the Audeze phones visited my table and listened to the Analog Squared Paper TU-05 tube amp. They seemed to really like it. They brought over a pair of LCD-X's for me to compare to my HD800's and I was very impressed.

I have no personal experience with this tier of audio, but maybe consider an Apex Hi-Fi Audio Teton.
 
It seems in your price range, and Tyll at Innerfidelity found it be a great match.  However, its not balanced.
