I'm looking for a spectrum analyzer that can show all the sub-bass frequencies (below 60 Hz) in audio files, particularly as they are playing, and preferably as a plugin for foobar2000.

Try foo musical spectrum. Set the highest possible FFT size, decrease the low note as far as it will go, transpose everything up an octave, and resample your audio to 44.1K if it's not already.

Copy foo_musical_spectrum.dll into your components directory, for me it's here:
C:\Program Files\foobar2000\components\foo_musical_spectrum.dll
It should show up in your visualizations after restarting the program.

These settings should do it. I didn't mention pitch before, but lowering that to 220 gets you another octave down. The lowest bar with those setting is 4.088Hz.

Thanks a bunch! Wow...as I suspected, there's a ton of deep bass (including below 20 Hz) in so much music. Makes me want a subwoofer even more now... (My speakers only extend to 43 Hz, so with some music, the deeper bass disappears, whereas it's audible on most headphones.)
