Are there any stores that have amps that I can use to test headphones with?

All that I have seen, uses those pro amps, or maybe an speaker amp, none of them uses any dedicated heaphone amp, at least not theo nes we know, as you may know is not easy sometimes get the proper patch, not even with a dedicated headphone amp, so I don't know how useful this amps will be with the wrong headphone, even the best of them....

Then how do I determine whether a pair of headphones is broken because it's very quiet, or whether it just needs an amp?

you'll find that even the highest impedance headphone amp will play reasonably loud out of any headphone jack. The issue at hand is quality. An amp gives control, detail, soundstage, and all those other audiophile buzzwords to the headphone. When listening to a headphone from a sub-par jack just remember that the sound will clean up quite a bit with a decent amp.
