Snake oil, or does it actually work?

How does something that is ungrounded 'dissipate' EMI/RFI? Or this work somewhat like a ferrite ring?

It reminds me of the Shakti stones (http://www.shakti-innovations.com/) which some have claimed make real differences and, according to the company, even creates an objective difference. (Yeah right)

Honestly, I can't figure out how these things could work either. Everything I've read suggests that noise suppression either needs to be integrated into the circuit somehow or largely enclose the item (like a faraday cage).

But there are other ways of destroying EMI like...ummm... plasma fields (http://en.wikipedia.org/wiki/Plasma_stealth). I think there are also a few other exotic techniques that will effectively absorb EMI without requiring a cage or ground connection but they are pretty esoteric.

I'm not an EE though, so I may be missing something.
