Static-y Noise

Just tried out my new headphones on my laptop, and I got this noise.
 
It's more like circuit noises, if that makes any sense? It's nearly identical, if not identical to the ambient static-y/electronic sounds that my laptop always makes (minus the fan). Not the constant sccchhhhh---- static sound that I usually get for leaving my mic enabled.
 
Funny part is, if I get the CPU running at 100%, the noise actually disappears (or becomes almost completely unnoticeable).
 
It's also not affected by the volume, though muting does work.
 
The headphones work fine on my iPod.
 
There's also no noise when using my old super cheap headset (I guess it's not sensitive enough to pick up electrical signals).
 
I've read that it's related to the sound card? So would getting a USB sound card help?
 
Does anyone know how to fix this problem?

White noise is a common attribute of low end / high compromise audio designs, which is common in most computers. Sensitive headphones help exposing this flaw. 
A decent external DAC/Amp should eliminate this problem completely.
