Speaker volume all over the place, whats this called?

Basically my speakers are really cheap ones (USB ones, about 5 bucks) and the volume is super quiet when people are whispering and extremely freakin' loud when actions going on.
 
I never have this problem with headphones, and I don't have any other speakers to test it with. Is this normal?

Films usually have large dynamic range. It could be that you have your settings incorrect and you've selected 5.1 for stereo speakers so dialogue is going to a non-existent centre channel.

That might be it, I'll have to check that. Basically all I want to do is listen to things at a low volume at night while everything stays atleast kind of consistent. I want to know people are whispering but I don't want it to be inaudible and I want to know people are yelling without increasing the volume by 800%

This would definitely create your problem. Set Windows to 2 channel.
