I am looking for small portable DAC and for now found two that i like any thoughts or suggestions?

Currently i'm using Samsung S8+ Exynos with SoundMagic E10 and just bought Shure SE215 and mainly i'm listening to MP3 and Spotify.

I found that eBay seller that sells Cozoy Takt Pro mentioning that you need to use Apple Camera Kit cable is that still the case?

I do like the bass on E10 more wheres with Shure i find that lacking, don't know maybe i will return them any thoughts or recommendations?

The S8 Exynos has a pretty good DAC/Amp inside. Your IEM aren't exactly the hardest to drive either so I wouldn't bother if I were you. That money would be put to better use in getting a better IEM.

Yeah you need a Apple Camera Kit if you're using an IOS device. Since you have the S8+, you will need an OTG cable. The S8+ comes with one, it's that "data transfer" USB C to USB A thing. Most portable DAC/Amp have a micro USB input though so if you want less cable clutter you could buy a USB C to Micro USB OTG cable.

I think i'm hoping by having an external DAC to get better sound quality im not much concerned about the driving them. But maybe i'm wrong.

Well you'd get much more sound quality with a better IEM rather than buying a $100-$200 portable DAC/Amp.

MA750 maybe? Dunu DN1000 is also good but the treble might be a bit for you. You did mention that the SE215 bass was a bit lacking for you so maybe these won't satisfy you. The SE215 are one of the more bassier pairs that I know of...

I would go for a Fiio Q1 mark II with Sony MDR XB950 in my humble opinion this is a cheap and very good combination for bass heavy music....
