I need a sound card that sounds good, and has digital S/PDIF output, and is less than $90. The only thing I've found is the Asus Xonar DX and HT OMEGA STRIKER, for $89. Is there anything better and/or cheaper? Also, either PCI or PCI-e is fine.

M-Audio Revoultion has coaxial digital output on standard RCA jack.

I hear good things of the DX. I also hear it has problems with nivida chipsets tho,

another nod towards the DX (or D1, if you need PCI)

the Revolution is quite old, discontinued, and somewhat hard to find from a reputable dealer, so while a decent option, not neccisarily the best route

might also look at the Auzen X-Plosion, E-MU 0404 PCI, and some of the refurb stuff on Creative's website (Audigy 2 Platinum for ~$50 and X-Fi XtremeMusic for ~$45)
