Shorted iBasso T4... anyone in Chicago that can fix it?

Hi there; my buddy recently bought an iBasso T4 and after a few days it shorted (or so we assume). First, how does one know that the amp is shorted? Second, is there anybody in Chicago that knows how to fix amps?
