It's very distinct at higher than 30%, @ 30%, I can slightly hear it, it sounds kind of like an Ocean, right?

Turning it any higher causes massive noise, now I usually don't need more than 30%, but I was watching a movie with them earlier and had to turn them up to about 50 to year it just right, but the noise was quite loud.

Do I need an Amp?

I have a X-Fi Titanium Professional soundcard.

Sounds like your soundcard is picking up interference from your PC, it shouldn't as the Titanium is EMI shielded, but that doesn't mean it's impossible.

I often got noise when I used my soundcard. Switched to a DAC, all gone. Shrug.

Your computer is a VERY electronically noisy environment, not fans, the motherboard, PSU, and GPU themselves. Soundcards can often pick up this sound and output it through their analog outs.

Using a digital output to a DAC (Digital to Analog Converter, basically an external higher quality soundcard) will eliminate this sound generally, although if you're using the output of your motherboard it will at times pick up sound still.
