Sennheiser PC350 Headset; I get a little noise @ < 30% Volume

It's very distinct at higher than 30%, @ 30%, I can slightly hear it, it sounds kind of like an Ocean, right?

Turning it any higher causes massive noise, now I usually don't need more than 30%, but I was watching a movie with them earlier and had to turn them up to about 50 to year it just right, but the noise was quite loud.

Do I need an Amp?

I have a X-Fi Titanium Professional soundcard.

Sounds like your soundcard is picking up interference from your PC, it shouldn't as the Titanium is EMI shielded, but that doesn't mean it's impossible.

I often got noise when I used my soundcard. Switched to a DAC, all gone. Shrug.
