I have a set of HD 650's that need a replacement frame (headband) at the very top, it's actually split in half and being held together by electrical tape...
 
Does anybody know where I can get a new headband to replace the one I have that is damaged?

Have you checked with Sennheiser on their Web site?  The have links to a parts section.  While they do list some parts, there are many more that they stock and can inform you about if you call them.
