If you mean the high resolution 24/192 stereo tracks it can be done using windvd and some quite intimate hacks, but you record in real time, like a cassette.

Ripping the PCM 16/48 tracks of the regular dvd-video part of the disc can be done quite easily with software like dvd decrypter. I suggest that you check out the website http://www.doom9.org/ thats absolutely the best resource there is for this sort of thing.
