Recording false multichannel with A3D?

Hello..... let's say I have a stereo or mono stream of music, and I'm in a home recording studio.

And, I want to use A3D to record this stereo stream so that it sounds like it is making a 360 degree circle clockwise around the listener.

In essence, using A3D to geometrically move the source music all around you, and having the sound card output the results in two-speaker form, and then recording hte output. Which, would theoretically, if played back without anything done to it, in headphones or stereo, would give you a surround effect.

What hardware and software would I need to do this? Is there a tweak to do this that you can do with a consumer level sound card, like Turtle Beach Santa Cruz?

If not, what would I have to buy to do this?

Also, is this LEGAL to do?
