I currently have my DAC and AMP stacked on top of one another and am looking for a very short, but high quality RCA interconnect to connect the two.  I've measured the distance between the RCA input/outputs to be roughly 3".  The shortest cable length I can find is 1ft, which is far longer than what I need.  I've yet to find anyone who makes cables smaller than this.

The best I can find is preamp jumper cables, but I'm not sure if those were meant to be used as interconnects.  Would it be safe to do so?

I had Ken at ALO Audio make me some 8 inch OCC Triple pipe RCAs and their perfect for my iPod dock stacked upon my XP-7. The jacks on the equipment are about three inches away from each other, so the 8 inch cable makes a nice U shape between them.

He made a XLR "Y" splitter form me (among other things) and it is a piece of jewerly.

sanne, you will not hear a difference between 3" and 1 foot, so go with the 1 foot cable you mention. Or try the (absolutely fine) LC-1 that Thaddy mentioned (...comes in 0.5 M increments). However if you are doing it for physical presentation then you are likely to have to pay someone for the short length. It seems a shame to pay good money for stumpy cable! Perhaps if you ask in the DIY section there may be a local guy that can help.

Oh, yes, preamp jumper cables (assuming normal + / - configuration) will be fine and safe for you.

Van Damme and Proel make cables for studio use that are very flexible. You will find both on ebay made up as interconnects starting at 0.5m.
