Recommend newbie setup IEM + USB amp < $200

I'm looking for a nice setup for a newbie in the amp/headphone market.
 
Here's specifically what I'm looking for:
 
Low cost amp (prefer USB input)
IEM that produce relatively detailed mids/highs while stronger in the bass range (more bass-head is fine).
 
The source is a laptop (hence the USB input is preferred, as amping whatever comes out of the audio out jack is prolly not a good idea?)
 
Budget is, well, less than 200 hundred would be ideal.
 
Does anything like this exist?
 
Already know about the Fiio E10 amp, is that the cheapest best quality out there for the money?  As for IEMs, I was *thinking* the Klipsch S4 (i know those are strong in bass and don't sound too bad).. Any other setups you guys would recommend?

The Fiio E10, E7, E17 or iBasso D_Zero with IEMs like Brainwavz M4, JVC FXT90, Yamaha EPH100, Sony EX600, Etymotic HF5 and UE TF10Pro are recommended.

If I were you I wouldn't spent my money on an amp because you probably don't need one. Safe the money for a good IEM like the ones mentioned above.
 
Most IEM's are easily driven and won't benefit much from an amp except for some extra bass. Just use the equalizer on your mp3-player, most of them got a bass-boost option, which is just fine.
