Can it be bought? I'd like to make a passive preamp, basically a stereo stepped attenuator and a pair of high quality buffers like the EL2009s, hard-wired interconnects etc - basically taking the preamp out of the circuit as far as possible.

Kevin Gilmore's power supply attached to the Class A Dynamic Headphone Amplifier project is about what I'm looking for but I don't want to have to make it myself. It's over the top but I really want to hear the difference.

Have you looked at Wellborne's PS-1?

That PS-1 from Wellbourne could help you out. To finish Kevin's power supply, just add in the voltage reference and dual-tracking op amp stage on a separate protoboard. The protoboard with all of the components can be made fairly easily and compactly.
