So you're looking for something with obscure and vague vocals, but with deep meaning when you think about them cohesively, right?

Yeah, struggling to find much new after I've been listening to Dream Theater, IM, DSOTM, and many others.

I've went to Fleetwood Mac - Rumors, and I really like Emerson, Lake, & Palmer's self-titled album.

Dylan's, "Oh Mercy", is pretty good.

Buckethead.

Ehhh, that's more like a sidestep of Radiohead.

He already has made the move overthrowing Radiohead for Dylan.

Well, man, I don't know. It's still a wide open field. Dylan .... er... have you done some later Beatles yet?

Try Neil Young...he grows on you. Try Chrome Dreams II, After the Goldrush, On the Beach, Comes a Time...Neil will keep you busy for a while...LOL I got almost every album he ever did. Still missing a couple but soon! SOON!

Im not sure how one correlates Dylan with Radiohead, but Im thinking you may want to look at the classics.
Whenever I get bored of present day music, I always go backwards, and the past never seems to let me down.

How about looking at the roots of Progressive/Art-Rock?

Pink Floyd
King Crimson
Genesis
Rush

I would say that Radiohead drew on all of the above as influences.
