Can anyone look over this pcb and see if it will do what I think it does?

The bottom right of the board is incomplete; it'll be used for up/down counters and stuff for an encoder. I was wondering if there are any problems with the analog section of the board, or if there were anyways for the

The dip-40 outline is for an eprom which will hold the binary values of the individual volume settings.

The datasheet for the nr-s-12v is here.
The word file is the pinout for the relay.

I was wondering if I should bias the opamps, and if there would any grounding issues by tying the signal ground to the power supply.

Surely there's someone out there who can help me. I've never designed a pcb before, so there's likely something that is wrong or can be improved in my design. Any help? Please?

I dont know enough about this to help you but I can tell you things like this have been made on DIYaudo.com forums before so maybe that would be a better place to ask. For example I got this one from there:
