Quiet case and fan question

So I want to replace my case, fans, power supply to get my pc quieter. I also want one of those snazzy voltage regulator things so I can undervolt the fans. My processor is a celeron, I use onboard video, and I use my computer for word processing, internet, and audio so heat shouldn't be a problem. I want to spend < $100. I know the evercase and anetc sonata are popular cases but I have no idea of what to get in terms of fans and power supply. I want to replace the case fan and the fan on the processor. If anyone can give me some reccomendations on a good cost/performance set of parts that would be much appreciated. At the portland meet Zemo mentioned that I could probably get away with a passively cooled power supply, and it is my understanding that the power supply is the loudest thing in a lot of computers so I am interested in those.

The case itself doesnt make any noise, you can remove and replace all of the fans on your case and that will keep the cost down quite a bit. Also i think that you can replace the fan on your power supply without removing/replacing the power supply, im not so sure about that one though. Your case should need 3 fans. 1 for power supply, 1 for CPU, and one case fan located in the BACK, do not put it in the front, and stay away from cases that have holes for fans in the front because it will port the internal case noise into your face

. I dont know much about water cooling systems but that is the best if you want to keep your computer COMPLETELY silent.

Watercooling a Celeron is a waste. In fact, I don't think watercooling is useful unless paired with a Peltier for overclocking.

Water cooling setups require a 120mm fan and a pump, which is not quieter than a well-designed heatsink and quiet fan combination such as Zalman 7700alcu or Thermalright XP-90/XP-120 + good 120mm fan.

I don't need completely silent, my fridge makes noise. I do need to replace the case and power supply since my current power supply makes a noticeable high pitched noise and one of the HD bays is a screwless thing but its really bad implementation and whichever hard drive I put in that bay it is really loud. I'll read SPCR some more.

I just picked up a Seasonic Super Silencer 400W. It isn't silent but it is darn quiet. I also came from a high pitched super loud PSU.

Replaced my CPU cooler with a Zalman 7000CU(or something like that

too lazy to look up the exact part number) and it is silent. Not a peep from it.
