say I burn a CD using audio CD format using mp3 files. is it possible to rip flac files using that CD? technically it seems possible but is it really flac quality and not the lossy format I used to burn with?

It's possible to convert mp3 to wav and then to flac but the information lost during the compression of the initial wav files (the original CD) to mp3 can not be restored so the final result will be flac files with mp3 quality.

Lossless -> lossy = possible
lossy -> lossless = impossible

Correct. To restate:

If a file is ever a lossy format, it cannot be then made lossless. It can be converted to lossless formats, but the lossy file will still sound the same.
