I was wondering if it's better to leave the amp powered on, or turn it off when it's not in use.

Electrolytic capacitors have relatively short lives, so yes, it's best to turn it off. This isn't to say that they'll burn out like a light bulb if you leave the amp on, but the amp will run better longer if you turn it off when you're not using it. Same goes for most electronics, really.
