Question about one of the sites For Sale / Trade rules

In the sellers forum it says "
DO NOT REQUEST OR SEND MONEY USING PAYPAL GIFT/PERSONAL, WESTERN UNION OR MONEYGRAM." ​
Does this mean you can't use paypal, western union, or money gream, or you can't use paypal but you can use western union or moneygram? What payment options are we allowed?

The statement relates to all 3 options mentioned. These are often used by scammers and if you pay for goods using one of them you have little or no protection if the deal goes bad.
 
However, it is not saying that you should avoid using Paypal, just that you should avoid the gift / personal payment option. 
 
The reason being is that 'regular' paypal payments are covered by their buyer protection policy whereas payments sent using the gift / personal option are not. The gift/personal option is really only intended for situations where you are sending some money to a relative, and not for paying for goods or services.
 
The one benefit of the gift/ personal option is that Paypal do not deduct any fees from the amount the recipient receives, whereas they do with 'regular' transactions. In some cases the seller may ask you to add x% to the asking price to cover these fees and in others they will state fees are included in their price.
 
So Paypal is fine to use and is one of the safest ways to pay for goods. Just make sure to avoid the Paypal Gift / Personal option!

Jellofund is correct. Though now Paypal are very aware of the "gift/personal" trick and will often suspend accounts of people who use it if a complaint is received.
