I have an IBM T42 laptop with a 14" screen that I just got on Friday. It's the standard company issue. There is bad pixelation apparent in lighter colors, even on the menu bar in Internet explorer. Is this due to a less than stellar quality LCD or something that I have control over?

Check the resolution. LCD panels have a native resolution - say the native resolution is 1024x768, that means the screen actually has 1024 physical pixels going horizontally. LCDs generally look a LOT better at their native resolution than at any other, so it's possible the screen is set to some other resolution. The T42 seems to be 1400x1050 native resolution, try changing it to that if it's set to something else.
