Are you talking about a laptop wall-wart or a full sized desktop PSU? I'm actually using the former (a cheap generic switching one, no less) on my a47, using a buffered TLE2426 rail splitter, and it works just fine. As far as the latter, a relatively modern full-sized supply won't power up if it's not plugged into a motherboard.
You can use a regular desktop power supply. You just have to jumper two pins - the Green one (there will be only one) to any black one (ground). That's it. Of course, you'd need a high quality PSU if you wanted to use it for audio, not one out of a cheap old machine. It would be cheaper just to buy a wall-wart than a quality PSU, but if you have one lying around it could work (although it would be messy and overkill).
That Dell laptop adapter should be ok; what's the upper limit for the input voltage on the CmoyBB? 20V might be a bit high, depending on your opamp.
Wattage isn't a problem - they are rated for a maximum amount of power. Using less than the maximum is fine, using more causes problems. The power supply won't even know the cmoy is there.
