If I buy a PS audio power punch c7 cord upgrade does it need to be plugged into a power conditioner or will either a wall socket or the 2 surge protectors that I have(Tripp-Lite isobar Ultra and Monster Cable HTS 1000 mk3) work.

You can plug it into anything you want. There might be sonic differences between them, however. I'm not a person to judge that though, why not just find out for yourself, who doesn't like a bit of experimentation?

Depends what the power cord is attached to. A dac usually does better with a power conditioner, an amp does best straight from the wall.
