Hello, more and more I played LP rips on PC I started to notice that my PC sounds horrible, probably because of the sound card. So I tried syncing with my iPad and it sounds so much better. While I'm generally happy with my iPad sound, iPad doesn't allow syncing LP quality songs.
 
Therefore I need a portable sound card to use in my laptop.. ~$100 is my budget. It must be able to play LP rips correctly..
Is there a good solution for me?

Schiit Modi, what do you define as LP quality? It's purely analog hard to represent that in digital.

Also do I need a DAC and an amp for it?
The computer amplicates so much that 12% volume is more than enough. Do I need an amp if I start using external sound card?

You'll need to list your source files (bit depth and sample rate), what you're using to listen on the other end, and what you hope to ultimately achieve.
