Portable DAC only for use with Samsung Chromebook

I'm looking at getting a Chromebook, seems like the easiest way to be able to use a DAC. Also planning on an external hard drive. I could use a stand-alone DAC/amp combo, or a DAC with line out to my FiiO E11. Three questions-
 
1. Is it better to go with a DAC => E11? Or a standalone DAC/amp. Seems like I could get more for my money with a DAC+E11.
2. What DAC or DAC/amp would you recommend for this?
3. Chromebook-do they support USB DACs? Also, can they play MP3s/FLAC offline?
 
EDIT: I just saw that the E07K has an option to line out, which I could then go to an E11. Will E07K => L7 LOD => E11 provide better quality then just the E07K/E7?

I just got the Samsung ARM-based Chromebook and it works perfectly with my FiiO E07K. I don't know if the Intel-based ones like the earlier Samsung Series-5 or Acer one do.
