Portable amp with USB vs. Computer sound card

I'm looking to upgrade from my Fiio E5 portable amp, either to an iBasso D2+ or the Total Bithead. I currently use an LOD with an iPod touch, and the headphones i use are the audio technica es7, esw9, and ck10. Sources are 320 mp3's on the iPod, and a mix of 320/FLAC on my PC. So I have two questions, really:
 
1. Are either of the aforementioned amps better for my particular setup?
 
2. I also recently built a new PC, and the integrated audio (naturally) just really doesn't sound that great. Because of this, I was thinking about picking up the Xonar ST or STX since I've heard that they're great for headphones. But I was also interested in the D2/Bithead because of the USB functionality. Can anyone provide feedback as to how well they work when pulling audio via USB? Would it be sufficient enough to forgo the sound card, given the headphones I listen with? Being able to save that extra $150~$200 is always appealing
