I just got some cheap crappy Philips HP250s to replace my cheap crappy HP170s.

I guess they'll loosen up over time, but initially they sound a great deal tighter and confused than the 170s.

Both run by line-out on M-Audio Revo 7.1.

I use Foobar on a PC... has anyone experimented with software EQ settings to optimize these phones?

Download NCH Tone Generator.
Play sine tones from 20 hz to 20 Khz.

As you listen to the tones , note areas of the spectrum having peaks and dips and write the range of frequencies down.
Then enter them in "shibatch" parametric EQ.Boost or cut volume as necessary.
