The onlyyy things out there for chromebooks are chrome browser extensions. I've used ears eq, and it's pretty nice being that it's a PEQ and has complete real-time spectrum analyzer, although you can't change the Q values. The only issue I had with it was some stuttering whenever I loaded a new tab or anything that used a considerable amount of my chromebook's RAM, CPU, or internet connection, all of which were pretty weak being it was a high school chromebook. (As when boosting with any eq, lower the overall gain accordingly to prevent digital clipping.)
