Passive Headphone Preamp that does not get unbalanced at low volume

I want a volume control for low impedance high sensitive headphones that don't need an amp.
 
Something like:

that actually works, instead of being unbalanced for the bottom 20% of the range... (the SYS was also unbalanced at the top 80% until it was "wide open".

What headphones are these and what are the other gear that you're using? Normally if the headphones don't need an amp, we just don't use an amp. Or preamp. Just hook it up to a smartphone or iPod or whatever and use that volume control. Otherwise, there are low gain amps.
 
Also what music files are you using? Most modern recordings are around 6dB louder than they need to be. You can apply ReplayGain to reduce the loudness of the recording.
