Noob questions about turntables.

I recently bought my Pioneer PL41 and I just recently got it working because it needed a new belt. However, I really have no idea how to operate it. The seller I bought this from said that he hasn't touched it since the 80s and he bought this in the 60s. Having no knowledge about turntables, I really do not know how to go about with this. The platter turns now but when I put the tonearm in position and put it to "down" it skates to the middle and it does not stay in one position. There are moments that it stays down 2-3 seconds and it then skates again. Also, the music it plays is very fast, like chipmunked and I changed the speed from 33 to 45 and no matter what speed I choose it still gets chipmunked. Perhaps I need to balance it? I tried turning the knob and trying it over and over with different values but it still would not stay. What should I do? I posted a video below.
 
Also, I am wondering if I should get a new cartridge for this? Below I posted a picture of the tonearm and I'd like to know if the M97XE would fit and if this is a good choice. My budget for that is $100-120.
 
Oh and there is a really small hiss coming out of my Kenwood KR 6600/6060 when I plug this in, is this normal? I'm using Denon D2000s as my output.

.... Wow, a new needle is definitely needed ... I can see that the lift mechanism continues to fall, thus allowing the cartridge to make full contact with the record, and it's just skimming straight across !! ... It's a wonder how you even got those brief moments of stability ... The fact that there's no sound in the video when the arm skates, is further evidence ... So where are you hearing a "chipmunked" sound ? ... Maybe you can post a video of that as well, because that would indicate the opposite: that the needle is at-least functioning ...

For the skating problem, you can use the manual makeshift hand adjustment for a quick, easy fix--just use your hand to hold the tonearm steady by keeping a delicate balance in weight and pressure, in how you hold the cartridge's arm in conjunction with the spinning record.  The only problem with this technique is one might need frequent hand breaks from record to record.  If the turntable works at all, it should give some indication of playback.
 
And, the hiss is probably grounding issues.  Usually a ground wire comes with the table to neutralize it.
