I work in a distracting office atmosphere, looking for headphones than do a good job at blocking out background, ear buds would be better for both office aesthetics and convenience. Sound quality isn't imperative. Cheaper would be better, what are some recommendations?

Shure 215 isolate really well, you get tons of ear tips, removable cables, and very good comfort. As a total package for $99 it's hard to beat
