I have a pair of kicker hp541 headphones and play my music off an android phone. Looking for a good portable amp, but reasonably priced portable amp, for this setup. I've been thinking about the fiio e11 maybe... any suggestions?

The Fiio e11 is a good choice however since youre using a android phone, have you considered buying a amp/dac? Ive found that it helps the sound quality quite a bit. I think you should consider the e07k, unless youre just looking for an amp then the fiio e11 would be a good choice.

Thanks ill ill try the e07k. Should I combine that with anything? I've heard of people combining amps and dacs, is that necessary?

Well the e07k is both an amp and a Dac combined.
What android phone do you have? If your phone isn't compatible with an external Dac then go for the e11
But if it is then the e07k would be a better choice
You will also need to buy an otg cable for the e07k, I got mine from eBay for $3
