They can all play the files, but most devices can only down sample to 16/48... I suppose what they're sating is that 24/192 in is 24/192 out (not that that means much if anything if using an external DAC!)

The frequency response graph shown earlier is saying that the M8 is essentially flat to around 19KHz and is 1 to 1.5dB down at 20KHz. (The exact crossing point is hard to read on the graph.) The steep rolloff that starts just below 20KHz is the normal behavior of the digital antialiasing filter that is used in most DACs. This is good performance for a DAC sampling at 44.1KHz, the sample rate used for most audio content that is played on a phone, and it is excellent for a phone; most don't come close to the performance of decent home equipment.

All current Android phones will play 24/192 FLAC files but most will downsample them to 16/48 because that's all the DAC can do. It's possible that HTC is saying that this new Harman-Kardon version uses a DAC that actually has 24/192 capability. Or it may be that all M8 phones already have it, and this is just about cosmetics, software, and a fancy pair of earbuds. I guess we won't know for sure until somebody gets one of these and compares the sound quality of a high resolution FLAC playing on it and on a standard M8.

Good point to ask this, any 3rd party app to allow play of DSD through the USB port out to an external DAC eg using DoP, DSD over PCM?  I've heard this was available on some iOS apps but haven't seen anything on android.

As someone who has now had 5 (!) HTC M8s due to Verizon's terrible refurb program I'd like to clear up a few things about this device.
 
For headphone quality it really is luck of the draw. Some devices sound much warmer than others. I'd say overly so that you lose a great deal of clarity.
 
Also, volume fluctuates greatly between M8s. With the same pair of Ety HF5s I keep it anywhere from 60% to 80% depending on the device.
 
Finally, I did initially buy a phone with a busted DAC. So I take back my earliest complaints on this thread. If you manage to score a good M8 it truly is a great device.

I think, it doesnt matter even a bit, if the device is capable of 24/96 flacs, or "only" 16 bit flacs...
Even the difference between a good 320 kbit/s mp3 file and a flac file should be so small, that its mostly not hearable (yes, even with 400-500€~ in-ears/headphones !) depending on the sound file itself.
The DAC/Amp might be very good for a smartphone, but this is STILL "just" a Smartphone.
 
This is not comparable to a true hifi DAC/amp, like lets say Yulong u100, Audio-gd, Fiio (even if those are cheaper), matrix, and models like that. Even on those the difference shouldn't really be heared. And if, then only just slightly.
 
Which means.. i dont care if my device can play 16 or 24 bit flacs. It can play flacs, end of story. such details wont change anything on "just" a Smartphone.

DAC on original HTC One is capable of 24bit/192khz so i doubt that they've changed the internals, except for the Harman Clari-Fi application.

Might seem odd but I'm agreeing with you with how I worded my post - that any modern phone will play 24/192 or whatever other derivative there may be, but by (on the most part) down converting, so you might as well save memory card space and rip / copy at a lower bitrate in the first instance (if using SOFTWARE player - if using UAPP and external DAC, then that is a different story...)

It's a logaritmic plot, not a linear one. So that drop is around 20 kHz, not 11 kHz. Sound quality should be amazing.
