Need recommendation: over-ear, closed, noise-cancelling, semi weatherproof

I'm looking for some recommendations for a good pair of over-ear, closed, noise-cancellation headphones to use with an Android phone that can withstand some mild rain/snow without concern. I live in downtown Chicago right by the lake so wind and construction noise is strong.
 
I'd like to get some input from members on headphones I should consider. I'm not terribly worried about budget so long as they won't get fried in normal rain/snow. Likewise, I'm not overly concerned about hooking into phone functions (answering calls etc.); it would be nice but not necessary.

Hmm - how about IEMs? With an over the ear style IEM that sits very flush, like a Westone Adventure Series, you could put them under a nice warm hat, and you would stay warmer.
