Hey guys,
Im new here so please forgive me for not being very clued up.

Im looking to buy some new IEM's
I want ones that can produce VERY LOW BASS, im talking 15hz and below.
on the other hand i want some that can produce very good mids and crisp highs.

I have a budget of up to £70 (100 dollars)

I am currently considering Klipsch s4 and SoundMagic E10's

any other suggestions would be greatly appreciated
(Low Bass is essential)

you won't hear 15 hz, but you will feel it with these:

I have them and they do just that - crazy sub-base with wonderfully smooth and deep mids and decent highs. they are the best that your budget allows for...

The XB90EX are amazing (bigger better bass than most IEMs with detailed mids, high) for the price but others IEMs like Turbine(need long burn in but they amazingly rumble deep bass), JVC FXD80, JVC FX3X and Skullcandy FIX are also great buy.

Don't get the S4, its pretty meh vs other sub 100$ IEMs. Maybe the RE400?

The OP wants big base. I'm not sure he'll be satisfied with a neutral signature, even if the iem can dig low...

He just said low bass, not necess a lot about it. Granted I haven't heard the RE-400 but it seems highly regarded. On the other hand, I have owned the S4 and its just not very good unless you get a steep discount on it or something.

yeah, he didn't specify, but come on - the guy wants some sub-base pounding his ears. Sony will do that much better than almost anything else....

I am an owner of the Monster Turbines, and I was definitely satisfied with the rumbling bass you can get on there.  The bass also is nicely controlled and not muddy, providing me with an engaging experience of the amazing bass of these headphones.  The mids are clear and crisp but aren't as forward, and the highs are rolled off as to be not fatiguing.  Not to say that the highs aren't detailed, but they are more "smooth" than "bright".  If you can get them for cheap on eBay, it's a good buy for a fun IEM.  Just be careful for fakes (or so I've heard).
