I'm surprised nobody has suggested this one yet: Shure Srh 240. They fit perfectly in your budget, they are closed, deliver pretty decent sound with a balanced bass. They are portable, look good, can be driven from a portable source, and do a great job at noise cancelling.

I'd definitely suggest considering these.
