I need a program that can accept FLAC, WAV and what ever LOSSLESS formats, and take it from 192KHZ/24 and downsample to whatever I want (or from 96KHZ or what ever)

What is the BEST one? something that will do a very good job and with no loss of quality? (or as less loss as possible)

I really want the one that does it the BEST, and that I can take file X and get X' with the freq I want

for upsampling you could use asio4all, not sure why you'd wanna downsample

I have 192KHZ files and I can't play them with my DAC
So I want a program that will take it and make a new files for me with 96KHZ

How can I do it please ?

The fastest way would be a resampler plugin for your media player.
There are many for Foobar and Winamp. Set the output to match your external DAC.
