MP3 upsampling prgram...any good?

I have a program called MP3 Doctor and another called ezMP3Edit that both claim to "improve"' a lower sampled mp3 file to a higher setting, eg, 128 up to 320, without decoding to a wave file first. Is this really possible to do and still get a sonically improved mp3 file?

Is it possible to improve the sonic properties, sure. Is it possible to put data back in that was lost, hell no!

I'm sure these things work to a limited degree (as in makes the audio *sound* better) but you can't put something back that's gone for good.

Of course, *better* sound is always subjective. I would guess the trickery used would work better on some sources than others.
